In his new book, Colón-Ríos offers an in-depth examination of the relationship between constituent power and the law. Based on how the concept has been used across constitutional history by theorists, politicians, and judges, Colón-Ríos argues that constituent power should be understood as ultimately based on a legal mandate to produce a particular type of juridical content. In practice, this makes it possible to understand constitution-making bodies as legally subject to substantive limits.
